Not sure if there's a thread on these yet but I wanted to get one going in case there wasn't as this is an important piece of technology as we enter the GSM.

Quantum Boards can be either prebuilt like the ones HLG produces (Here's a link to their boards) or they can be made DIY using 1'/2'/4' strips with the same samsung diodes that HLG uses in their boards.

The top diodes right now are by Samsung (LM301B) which are the most efficient in terms of price:performance ratio. Runner up diodes are also Samsung (LM561C).

LM301B/0.2 W, 3 V mid power LED
Luminous Flux: 39.3 lm @ 65 mA
Luminous Efficacy: 223 lm/W

LM561C/0.2 W, 3 V mid power LED
Luminous Flux: 38 lm @ 65 mA
Luminous Efficacy: 210 lm/W

LEDGardener.com lists the separate strips and their pros-cons, as well as some builds/materials needed + a DIY guide:

The SPYDRx Vertical Grow Light has been successfully mimicked before using samsung strips in this DIY build!

Here's a tutorial on how he built this 24x 1ft Samsung Strip build (24 diodes per strip, 576 diodes total) + 320w driver.

Instead of strips, this guy uses a roll of LM561C's + a 185w driver to make a budget but still kickass fixture:
